Maybe recycling center is better than purchasing center.

It’s something like a recycling middle-man. Usually located in poor parts of town, 废品收购站 pay pennies for recyclable material to usually scruffy-looking people who wander around town collecting bottles, cardboard boxes, etc. I assume they sort it and take it somewhere to get more money for it.
Hmm, sounds more like the “dump” (my original translation that didn’t make the cut) I had in mind, though “dump” seems to have too much negative clutter associated with it.
